Thanks for the information, Leti.  I wonder whether the Cambridge-based project has pulled on African Higher Education Research Online (AHERO)<http://ahero.uwc.ac.za>.  This was the first Africa-based disciplinary OA repository and began collecting papers back in 2005.  It remains active and is managed by a PhD student at the Institute of Post-School Studies at University of the Western Cape.  It has nearly 1,000 research papers focusing on policy, institutional affairs and teaching and learning case studies from African HEIs.

Now a little clunky, and in need of a panel-beating, this platform has served many thousands of papers over the years!
