[Irtalk] [DS-2049] DSpace/ORCID integration - DuraSpace JIRA

This is a placeholder ticket for the ORCID Integration, produced by @mire
with support from the University of Missouri. The current product will
provide a means for realtime ORCID lookup during submission of an item. A
subset of ORCID metadata will be retained in a local store.
