UCT has just signed: http://blogs.uct.ac.za/blog/oer-uct/2011/11/02/university-of-cape-town-signs-the-berlin-declaration-on-open-access-to-scientific-knowledge and some more African signatories will be announced at Berlin 9 conference, e.g. Makerere University from Uganda is one of them.
