[Ac-berlin10] Confirmation of Berlin 10 Conference Themes & Sub-themes

I like the confirmed theme, but wondered if it may be a bit redundant to
repeat the word networked. Perhaps something like  "Networked Scholarship:
Regional and Global Participation in Open Access" would be more concise and
highlight the varying scale and scope of "networked scholarship".

For Sub-theme 3, it may be important to add OA and Culture. There is often a
tendency to think of the economic benefits of OA but the cultural and
heritage aspects of OA are equally important. For example, what would OA
means for the "African Renaissance" movement?

Regarding sub-theme 4, this seems to be a mix bag. Interoperability is a
technical issue, while assessment and metrics are policy issues. It is
important to keep them distinct. Conflating them has been a problem in the
past. 

For Sub-theme 5, in addition to connecting North and South, it is important
to highlight connection between South and South, which in my view is far
more important from a development standpoint.
