cOAlition S, founded in 2018 to drive full and immediate open access, is entering a new strategic phase focused on creating a more rapid, open, transparent, and equitable global scholarly communication system. While it has successfully accelerated open access
through funder mandates, publishing agreements, and global partnerships, the evolving landscape - rising APC/BPC costs, inequities across regions, financial pressures on institutions, growing use of preprints and open peer review, and the influence of AI -
requires new approaches. The coalition’s refreshed strategy (2026–2030) prioritises strengthening the foundations for sustainable and equitable open access (including PRC models, diamond OA, and preprints), supporting robust and interoperable digital infrastructures,
and exploring financially sustainable publishing systems with better monitoring of OA impacts. It will align policies, share best practices, coordinate advocacy, expand partnerships, and develop positions on emerging issues such as AI and open licensing. A
second phase (2028–2030) will deepen work on affordability, merit-based research evaluation, and reducing systemic bias. A revised governance structure will ensure the coalition can coordinate members, manage joint initiatives, and deliver on its long-term
vision for an inclusive and sustainable open science ecosystem.</div>
