<P class=MsoNormal><B><U>Draconian Censorship and Control of the Internet (South Africa)<o:p></o:p></U></B></P>
<P class=MsoNormal><B><SPAN style="COLOR: #4f81bd">The Film and Publications Board’s draft online regulations policy is basically unconstitutional and will impact very negatively on access to information, research, education, media producers, filmmakers, game distributors, input on social media and the Web, freedom of expression, internet neutrality, digital educational/training courses, digital communication at large, etc. The Film and Publication Board do not really have the authority to legislate these regulations, and they are pushing these regulations ahead of a redraft of the Film and Publications Act of 1996, which is like putting the cart before the horse! There are already various laws to protect children and the Dept. of Justice and Correctional Services is currently drafting legislation on Cybercrime and Related Matters, also for protection of children with regard to the Internet, so these Regulations which are totally impractical and draconian need to be withdrawn in toto. Various NGOs and Internet providers, filmmakers, broadcasters, etc. are in the process of submitting objections to the Film and Publications Board, but educational institutions, academics and librarians need to make their voices heard too.
