On 29 and 30 July, the Scholarly Publishing Unit of the Academy of Science of South Africa (ASSAf) brought together speakers as well as editors from DHET accredited journals, to engage in discussions on burning issues in journal publishing. This is currently
the only forum in SA where editors from all disciplines can network and get together to learn from one another.</span><span lang="EN-US" style="font-size:11.0pt;font-family:"Calibri","sans-serif""><o:p></o:p></span></p>

A few personal observations regarding OA journal publishing, following presentations and discussions:</span><span lang="EN-US" style="font-size:11.0pt;font-family:"Calibri","sans-serif""><o:p></o:p></span></p>

• To be included in the SciELO list, journal titles have to go through a rigorous evaluation process, and journals have to adhere to certain criteria.
<br>
• Dr Tobias Schonwetter (Creative Commons and UCT IP Legal Expert) discussed agreements between the author of a paper, and the journal itself. SciELO and Creative Commons have come up with a recommended agreement that can be used. The author is always the primary
copyright owner, and grants certain rights to the journal publisher. <strong><span style="font-family:"Calibri","sans-serif"">Does your journal have such an agreement in place?</span></strong></span><span lang="EN-US" style="font-size:11.0pt;font-family:"Calibri","sans-serif""><o:p></o:p></span></p>

• Susan Veldsman (Director: Scholarly Publishing Unit, ASSAf): Digital preservation: SciELO has decided to go with CLOCKSS
<a href="http://www.clockss.org/clockss/Home">http://www.clockss.org/clockss/Home</a>
<br>
• Renee Reagon (Professional Services Manager: IP and Science, Thomson Reuters): SciELO journals are included in Web of Science, and InCites is used to demonstrate impact. The NRF is in the process of investigating the allocation of an id for each individual
researcher, and make it a requirement for funding.<br>
• Prof Jean-Claude Guedon (Universite de Montreal, Canada): He strongly opposes the Thomson Reuters Impact Factor. Impact factors are crazy, and we should get away from using Thomson Reuters IF’s as a way to measure the value of journals. IF’s and the h-index
are more and more criticized. He expressed his concern that OA journals might be assisted by commercial publishers, in preparation of being taken over by commercial publishers. It is expected that Google Scholar will level the playing field. He urged the
audience to get rid of the TR IF, but the current system where authors are encouraged to publish in high IF journals makes it difficult. We should find ways to convince decision makers to do away with TR IF to measure the quality of a journal. Even Garfield
– the founder of the TR IF – could not give a satisfactory answer on why there are 3 digits included in the IF. Also – what does ‘international’ journal mean, and why is it that every journal wants to be an ‘international’ journal. A solution – in order to
do away with TR IF – might be a SciELO/BRICS accreditation system, a joint effort between all who opposes the current systems. Also – should the review process not be more transparent? The focus should be on peer-reviewers and the peer-review process. Create
value out of articles, and not out of journals.<br>
• Lars Bjornshauge (Director: Directory of Open Access Journals): Addressed the criteria for inclusion in the DOAJ. Journals have to apply to be considered for inclusion. A journal can be of high quality, without being a ‘prestigious’ high impact TR journal.
The journal ranking process is expensive, delays processes, etc. Prestige takes long to achieve, while quality can be achieved immediately. Achieving prestige, impact and reach begins with assuring quality. Problems regarding peer-review is not only restricted
to OA journals. In fact – there is more transparency in OA journals. The doi is becoming more and more important.
<strong><span style="font-family:"Calibri","sans-serif"">Please check whether your journal is listed on DOAJ. If not, the editor now has to complete the form him/herself.</span></strong></span><span lang="EN-US" style="font-size:11.0pt;font-family:"Calibri","sans-serif""><o:p></o:p></span></p>

<p class="MsoNormal"><span lang="EN-US" style="font-size:11.0pt;font-family:"Calibri","sans-serif";color:black">Scientific citations less and less rely on page numbers and web addresses. More important is the doi, which should always resolve back to the primary
publication. Therefore - a journal can be hosted and duplicated on different platforms, as long as it only has one doi assigned to it. The doi is also used to track citations.</span><span lang="EN-US" style="font-size:11.0pt;font-family:"Calibri","sans-serif""><o:p></o:p></span></p>
