[IRTalk] Transparency is key to monitoring Open Access

A new report on Open Access has just been published by the Knowledge Exchange: "Knowledge Exchange consensus on monitoring Open Access publications and cost data" http://dx.doi.org/10.5281/zenodo.480852.

It is based on a workshop with more than 50 experts from a variety of European countries and institutions. The report gives 48 recommendations on how to monitor Open Access and related costs. As such it also highlights the complexity of monitoring and managing Open Access costs. But through summaries of ongoing activities in the Knowledge Exchange countries (Denmark, Finland, France Germany, Netherlands, UK) it presents concrete actions tailored to tackle the challenges.

A key word to take away from the workshop is transparency. Libraries, research institutions and funders should know what they pay for when they are charged Article Processing Charges (APCs) or negotiating off-setting deals with publishers. This is not an easy task but transparency and disclosure of financial information can be demanded at the contractual level.
