Librarians internalized the idea of ‘core journals’, and, basing
themselves on rankings derived from SCI, they all began to subscribe to the
same titles, thus unwittingly creating an inelastic market for these
journals (Guédon, 2001). *Business people like Robert Maxwell quickly
grasped the commercial opportunities and began to raise subscription
prices: the ‘serial pricing crisis’ was born.*
