[Irtalk] RCUK should punish authors who ignore open-access

The Wellcome Trust has said that sanctions could accelerate the
implementation of Research Councils UK’s open-access policy.
*The trust says it withholds award letters from successful grant applicants
until they can show research arising from their previous awards comply with
its open-access policy*. These sanctions have had “a very positive effect
in increasing compliance levels and ensuring our published outputs are
available in open-access form,” says the trust in a statement submitted to
RCUK’s review of its open-access policy.
