Almost twenty years later, the Big Deal turned out not to be that much of a
bargain. The Big Deal is like a single all-you-can eat subscription for a
set fee, however libraries soon learned that there are many downsides to
consuming academia in a bundle. *Most libraries would spend a great deal of
their budgets on the Big Deal, then would find themselves lacking funds for
other important purchases* like buying monographs, which had an impact on
scientists and other researchers alike, a situation exacerbated by the fact
that the proportion of research university funding allocated to libraries
has been falling over time.

*Another vicious cycle of dependence, which if broken, could easily fund
self-hosted open access scholarly communication platforms in academic
libraries.*
