Dear ALL:

Thanks very much for your valuable suggestions. I put forward all of them
to the committee appointed by the Secretary of DBT (and DST) and the
Committee (me and six others) considered all of them and we had differences
but we narrowed them through meetings and several rounds of email
discussions. Finally we arrived at a consensus policy which was approved by
the Secretary and the Minister of Science and Technology.

The official policy was announced through the websites of DBT and DST.

A Nature blog has also reported the OA policy of DBT and DST. <

Let us hope other funding agencies, research institutions and universities
follow the example of DBT and DST.
