The quote above, from the Finch Report, stands at the heart of the
reasoning for many of the public access mandates for research papers from
funding agencies. *Despite this very clear statement of an unanswerable
principle, funding agencies including the RCUK, the Wellcome Trust and a
host of US Government agencies continue to develop policies that ignore the
fundamental question of what is meant by “results”.*
